AI voice agents for fundraising outreach place the campaign calls a phone team cannot reach, such as year-end appeal reminders, pledge reminders, matching-gift deadlines and event updates. The greeting names the charity and why it is calling. A yes becomes the charity's donation link and a pledge record in the CRM, while major-gift asks and personal thank-yous stay with staff.

Key Takeaways

  • Name the charity and the reason for the call in the opening line.
  • A yes becomes your donation link and a pledge record, never a card.
  • Test two ways of making the ask on one list with a traffic split.

This post is part of our guide to AI voice agents for non-profits and fundraising. Below, we cover why campaign calls are the load a small phone team cannot carry. Then we follow the appeal and pledge reminder call in Dograh, the open-source AI voice agent platform we build.

Which campaign calls the agent should place

The agent places the short, repeated calls of a campaign to people who already know the charity, and leaves the personal asks to staff.

Individuals carry most of the giving. Giving USA's 2026 report, summarized by Candid, put individual giving at $394.2 billion in 2025, 64% of the $617.2 billion Americans gave. That money comes from a very large number of people, and a development team can phone only a small share of them during a campaign.

The calls that suit an agent are reminders to past donors. A year-end appeal reminder, a pledge payment that is due, a matching-gift deadline and an event update are short calls with one question at the end. Cold asks to people who have never given are a different call, with a lower chance of a yes and a higher chance of a complaint, so keep them out of the agent's lists.

Major-gift asks and personal thank-you calls stay with staff and board members, because the relationship is the point of those calls. Thank-you calls for small gifts are the charity's choice. If the agent makes them, it says thank you and mentions what the gift supports, with no ask.

Who places the call sets the rules

Whether the charity or a paid firm places the call changes which rules apply. A tax-exempt charity calling for itself is outside the Telemarketing Sales Rule (TSR), the Federal Trade Commission's rule for sales and fundraising calls. A for-profit firm calling on the charity's behalf, a telefunder, is covered. The FTC's guidance on the TSR says a telefunder keeps a do-not-call list for each charity, though it is exempt from the national registry, and offers a keypress or voice opt-out in prerecorded calls to members or past donors.

A telefunder also has to tell the donor which charity it is calling for and that the call asks for a gift. Write both into the opening line whoever places the call, since a donor should never have to guess. Our post on outbound campaigns in BPO covers calling on a client's behalf.

Consent rules apply either way. The Federal Communications Commission (FCC) treats AI voices as artificial voices under the Telephone Consumer Protection Act (TCPA), so an AI-voice call to a donor's mobile needs prior express consent on file. The FCC's rule under the TCPA limits a nonprofit's artificial-voice calls to a home landline without consent to three in any 30 days, with an opt-out.

Voicemail on those home-line calls must give a toll-free number that reaches the opt-out. In Dograh, voicemail handling is off by default. Once turned on, a message plays only when "When voicemail is detected" is set to "Leave a message". Keep that message to the charity's name and the toll-free number, and have counsel confirm the wording.

How the appeal or pledge call runs

The call names the charity and the reason, verifies the donor before any pledge detail, then asks one clear question. The Greeting Text is fixed text Dograh speaks word for word as the call connects, so it carries the charity's exact name and the reason for the call. Add a line such as "Say stop at any time and we won't call again." It can greet the donor by first name with a fallback, written as {{first_name | there}}, so a missing value never leaves a gap. If you want to tell donors they're speaking with an automated assistant, or your location requires it by law, say that there too.

A general appeal reminder needs no personal detail. A pledge reminder does, so before naming a pledge amount or due date the agent asks for an approved check, such as the donor ID printed on past receipts. If someone else answered, the agent leaves the charity's name and a callback number.

If the donor says yes, an HTTP API tool asks the charity's donation platform or payment provider to send its secure donation link by text or email, and a second tool writes the pledge to the CRM. Dograh has no keypad (DTMF) tool and no feature for taking payments on a call, so nobody reads a card number aloud.

The receipt is the charity's job. The IRS rules on written acknowledgments require one for any single gift of $250 or more, and the call never replaces it. To count results, add a custom outcome such as pledge_made and switch on "Extract call disposition at the end of the call". An AI step then tags each finished call.

Testing two asks with a traffic split

The same donor list can test two ways of making the ask, so the team learns which one works before the busiest week.

In Campaigns, the "Agents & traffic split" setting lets one campaign share its list between up to five agents or agent versions, each with a Traffic % that must add up to 100%. Pick a numbered version to keep a script fixed, or "Latest published" to follow new releases. The campaign page then shows the target and actual share for each variant, with its outcomes.

The percentages are approximate, so compare outcome rates, not raw counts. Change one thing at a time, such as opening with the matching-gift deadline or with a line about the work the gift funds. Campaign calling hours run in one time zone per campaign, so split the list by time zone first.

A donor list splits by traffic percentage between two versions of a voice agent. One opens with the matching-gift deadline, the other with the work the gift funds. A campaign page shows each version's share and outcomes, and the outcome rates are what get compared.
Change only one thing between the two versions, or you can't tell which change moved the result. Run the test before the busiest week, so the stronger ask is the one donors hear when most of them give.

Opt-outs and handing over

A donor who says "stop calling me" is opting out, and that request belongs on the charity's own do-not-call list. When the donor says stop, the prompt tells the agent to write the number to your list through an HTTP API tool and then end the call with the End Call tool. Dograh can tag the finished call do_not_call, but the tag never blocks a later call, and campaigns screen no numbers against any list. So remove those numbers before the next upload. Campaigns also have no per-contact cap, so your own list enforces the 30-day limit, or retries are set to 0.

A donor who asks about a large gift or a gift of stock goes to a person. Transfer Call works on Twilio, Telnyx, Plivo, Cloudonix and Asterisk ARI. Dograh calls the destination first and connects the donor only when someone answers. On Twilio, it can play a short spoken introduction to both people before connecting them. No summary goes with the call by default, so the agent writes the question to the CRM first. Self-hosting has no per-minute platform fee (you still pay for your servers and for model and phone usage), and Dograh Cloud has a 1¢-a-minute platform fee.

Lapsed donors on an appeal list get a different call, covered in AI voice agents for donor renewal and lapsed-donor win-back.

Glossary

Telefunder
A for-profit firm paid to make fundraising calls on a charity's behalf. It falls under the FTC's Telemarketing Sales Rule, so it must name the charity and say the call asks for a gift.
Pledge reminder
A call to a donor who promised a gift that is now due. It names the pledge only after the donor passes an approved check, and a yes becomes the charity's own donation link.
Matching-gift deadline
The date by which gifts must arrive to be matched by a sponsor. A reminder before that date is one of the simplest campaign calls an agent can place.
Traffic split
A Dograh campaign setting that shares one contact list between up to five agents or agent versions by percentage. The campaign page shows outcomes for each, and the percentages are approximate.
