AI voice agents for policy renewals call after the written renewal notice, verify the policyholder, read the renewal date and new premium from the policy system and record whether they plan to renew. A call that asks them to renew or adds an offer generally needs written consent. Questions about price or cover go to a licensed person.
Key Takeaways
- The written renewal notice goes first, and the call follows without replacing it.
- Asking someone to renew generally makes the call telemarketing, needing written consent.
- The agent reads the offer, while a licensed person explains and changes it.
This post is part of our guide to AI voice agents for insurance. The guide's section "Keeping it in force: premiums, renewals, win-back" puts the renewal call on the next term, after the written renewal or nonrenewal notice, which the call never replaces. Here is that call in full, run in Dograh, an open-source, self-hostable voice agent platform.
Renewal is where the price surprise lands
A renewal call often reaches someone who has just seen a higher premium, so it has to read the number correctly and hand the reasons to a person. In the Federal Reserve's survey of 12,934 US adults on household finances in 2025, more than 6 in 10 insured homeowners, regardless of income, said the cost of homeowners insurance "had gone up by more than they were expecting in recent years."
So the agent reads the renewal date and new premium exactly as the policy system returns them, records what the policyholder plans to do, and passes "why did it go up?" to someone licensed to discuss the terms. It never estimates a figure.

The written notice goes first
Renewal and nonrenewal notices are written-notice rules, and the call comes after the notice and never stands in for it.
New York shows how specific those rules get. For covered personal lines, Insurance Law section 3425 requires an insurer that will not renew, or will renew on changed terms, to send written notice "at least forty-five but not more than sixty days in advance of the end of the policy period", mailed or delivered to the named insured at the address in the policy. It adds: "The specific reason or reasons for nonrenewal or conditioned renewal shall be stated in or shall accompany the notice."
Other states and other lines set their own timing and content, so your policy system decides when the notice goes out, and the campaign starts only after it has. Tell the agent in the prompt never to say the call counts as notice, and never to be the first to tell someone their policy will not renew. A policyholder facing nonrenewal needs a person who can talk about other cover. This is general information, not legal advice; confirm your position with counsel.
Which renewal calls need written consent
Under US rules, the consent you need depends on what the call says. In its February 2024 declaratory ruling, the Federal Communications Commission (FCC) said calls using AI-generated voices "require the prior express consent of the called party to initiate such calls absent an emergency purpose or exemption."
A call that only reads the renewal date and new premium and records the answer is generally a service call needing that prior express consent. 47 CFR 64.1200 defines telemarketing as "the initiation of a telephone call or message for the purpose of encouraging the purchase or rental of, or investment in, property, goods, or services". Ask them to renew, or add an offer such as a higher limit or a second policy, and the call is generally telemarketing. An artificial-voice telemarketing call to a mobile needs "the prior express written consent of the called party".
So pick the call before you write the prompt. With only prior express consent on file, the agent reads and records and never urges. With written consent that names AI or prerecorded calls and the number, it can ask whether they want to renew. Either way, terms go to a licensed person. Confirm your position with counsel.
Consent can be withdrawn "by using any reasonable method to clearly express a desire not to receive further calls", so "stop calling me" ends the calls. Dograh keeps no do-not-call list. When a caller opts out, an HTTP API tool writes it to your own list, and you remove those numbers before the next campaign upload. The do_not_call call tag records the request but never blocks a later call. UK renewals follow different rules, covered in AI voice agents for insurance in the UK.

The renewal call: verify, read the offer, record intent
The call opens with Greeting Text, the fixed line Dograh plays word for word, naming the insurer or agency exactly as the policy does. If you want to tell callers they're speaking with an automated assistant, or your location requires it by law, say that there too. A fixed greeting per contact, as text or a recorded clip, can come from the campaign file, and contacts without one hear the agent's normal greeting. Because it plays before verification, it holds the business name and the contact's name only.
Then the agent verifies. A phone number or a name only finds the record. Before any premium or date, the agent asks for an approved check, such as date of birth plus the last digits of the policy number. If the check fails, it asks them to call the number on their renewal notice and says nothing more.
After the check, an HTTP API tool reads the renewal date, the new premium and any change of terms from your policy system. Because that read happens during the call, a renewal the customer accepted that morning changes what the agent says, and nothing about the offer sits in the call before the check.
The agent then records intent as the policyholder stated it: renewing, wants a review with a producer, shopping around, or not renewing. Variable extraction is an AI step, so the transcript and recording stay the exact record. Another HTTP API tool writes the answer to your agency management system.
If they want to pay, another HTTP API tool asks your system to send its secure payment link. Recordings and transcripts keep whatever is said, so the call never asks for a full account, card or Social Security number; use a short check such as the last four digits, and send payment links by text or email from your own system.
A policyholder who says they are not renewing can be asked why, once, with the answer recorded as said. After the policy ends, any call back is a win-back call with its own consent rules, covered in AI voice agents for win-back in insurance.
The licensed hand-off and the campaign
"Why did my premium go up?" is a question about the terms, and so is "can I drop a coverage to bring it down?" Selling, advising on or binding a policy generally needs a state producer licence, so the agent qualifies, reads the record and hands the caller to a licensed person; confirm your own position with counsel.
Transfer Call works on Twilio, Telnyx and Asterisk ARI. It passes no summary by default; on Twilio it can play a short spoken introduction to both people. Write the details to your system with an HTTP API tool before the transfer, so the producer opens a record that already holds the question. If nobody answers, the caller stays with the agent; tell it in the prompt to offer a callback.
Renewal lists run in Campaigns, with calling hours by weekday in one time zone per campaign, so split a national book by time zone. To stop calling someone mid-campaign, pause the campaign and start a new one from a corrected list. For lists that change daily, start calls from your own system with the API Trigger, so your system decides who is called. With voicemail handling switched on in the agent's Settings, a detected voicemail hangs up by default; if you choose "Leave a message", keep it to the agency's name and a request to call the number on the renewal notice.
In renewal season, mind concurrency. Self-hosted Dograh runs 10 concurrent calls by default, adjustable with DEFAULT_ORG_CONCURRENCY_LIMIT. Self-hosted Dograh has no per-minute platform fee (servers, model keys and phone minutes still cost); Dograh Cloud has a 1¢-a-minute platform fee.

Glossary
- Conditional renewal
- A renewal on changed terms, such as lower limits or new exclusions. In New York personal lines, it needs the same written notice as a nonrenewal, with the reasons stated.
- Telemarketing (TCPA)
- Under 47 CFR 64.1200, a call made to encourage a purchase. A renewal call that asks the policyholder to renew or adds an offer generally counts, so an AI-voice call to a mobile needs prior express written consent.
- Renewal intent
- What the policyholder says they plan to do at renewal, such as renew, review with a producer, shop around or not renew. The agent records it as stated and writes it to the agency system.
- Transfer Call
- Dograh's tool for handing a live call to a person. It works on Twilio, Telnyx and Asterisk ARI and passes no summary by default, so the details go to your system first.
