AI voice agents for recall notifications call owners whose vehicle has an open safety recall, verify them, read the recall as the manufacturer wrote it and book the free repair from live slots. The call adds to the manufacturer's mailed notice and never replaces it. The agent gives no safety advice of its own and makes no sales offer.

Key Takeaways

  • The mailed recall notice comes first; the call only adds to it.
  • Read the manufacturer's wording as written, never as your own safety advice.
  • Check your own repair history first, or you will call owners already fixed.

This post is part of our guide to AI voice agents for automotive and dealerships. The guide's part on recall notices makes one point first: the dealer's call adds to the letter the manufacturer must mail, and never replaces it. This post follows the recall call from the call list to the booked repair, run on Dograh, an open-source, self-hostable voice agent platform.

Open recalls pile up faster than owners fix them

Recalls are a standing backlog, and a phone call is one way to shrink it. Recall Masters, a company that sells recall outreach to dealers, counted 447 recall campaigns required by the National Highway Traffic Safety Administration (NHTSA) plus 223 voluntary manufacturer notices in 2025, affecting more than 28 million vehicles, in its State of Recalls report as summarised by Digital Dealer. It found that about 50.3% of vehicles recalled in 2025 were repaired by February 2026, and that completion over the long run typically stalls between 75% and 87%. That is a vendor's analysis of NHTSA data.

CARFAX, the vehicle history company, put the national figure at roughly 1 in 5 vehicles with an unfixed recall in a September 2026 release. Many of those owners were mailed a notice and still have not booked the repair.

The letter comes first, and the call adds to it

A recall call never replaces the notice the law requires. Under 49 CFR 577.7, the manufacturer's notice must be sent "no later than 60 days from the date the manufacturer files its defect or noncompliance information report", and it goes "by first class mail to each person who is registered under State law as the owner of the vehicle". If the remedy is not ready at that point, the manufacturer sends a second notice once it is.

The manufacturer files the defect report and mails the recall letter by first class within 60 days, sends a second letter once the remedy is ready, and only then does the dealer's call prompt the owner to book the repair.
The mailed notice is the manufacturer's legal duty, and a call never replaces it. Say the repair is free only when the dealer's system marks the vehicle as covered.

NHTSA has proposed adding electronic notice "in addition to first-class mail". That is a January 2025 proposal, not a final rule. Either way, the dealer's call is an extra prompt to book, sent after the letter.

The repair itself is free in most cases. Under 49 U.S.C. 30120, the manufacturer "shall remedy the defect or noncompliance without charge", but that does not apply when the first purchaser bought the vehicle more than 15 calendar years before the notice. So the agent says the repair is free only when the dealer's system marks the vehicle as covered.

Check the list before anyone is called

The call list is only as good as its repair status, so clean it in the dealer system first. It starts from the manufacturer's campaign and the vehicle identification numbers (VINs) the dealer has on file. Then remove every vehicle your own repair history shows as already fixed.

That step matters because outside data has holes. CarsXE, a vehicle data company, notes that some manufacturers restrict remedy-completion status, naming Toyota, so a lookup can show an open campaign without saying whether this car was repaired. Your own repair orders fill that gap. A call about a car that was fixed last month wastes the owner's time and makes the next recall call easier to ignore.

The cleaned list reaches Dograh through Campaigns as a CSV upload or through the API Trigger. Pre-Call Data Fetch, set to Outbound calls only, can ask your system for the latest status once the call connects. It refreshes data for a call that is already happening and never decides whether to call, so if a repair was logged an hour ago, the agent ends the call politely without describing the recall. Campaigns have no per-customer cap, so your export also decides how often one owner hears about the same campaign.

Read the manufacturer's words, then book the repair

The agent reads the recall as the manufacturer wrote it and adds no safety advice of its own. The Greeting Text names the dealership and says nothing about the car, because it plays before anyone is verified. If you want to tell owners they're speaking with an automated assistant, or your location requires it by law, write that there too. The agent then asks for the last four characters of the VIN or the postcode on file.

After a match, the agent gives the campaign number, the part affected and the remedy, using the description from the dealer or manufacturer system, passed in with the call list or fetched through an HTTP API tool. It never turns that into advice. "It's probably fine to drive until then" is a sentence the agent must never say. Questions about the risk go to the service advisor.

Some recalls carry an urgent instruction, such as not driving the car or parking it outside. That instruction must be spoken word for word, and inside a node the model writes its own words. So it goes in fixed text: a Transition Speech line or a recorded clip that plays when the pathway for that campaign is chosen. Transition Speech cannot carry per-customer variables, which suits an instruction that is the same for every owner. Choosing the pathway is still the model reading a written condition, so check on transcripts that every call for that campaign reaches it.

Then the agent books from live slots through an HTTP API tool, the same way as the inbound line in AI Voice Agents for Service Appointment Booking in Automotive. If the parts are not in yet, or the owner cannot bring the car, it offers only what your system returns, such as a later slot or a tow. A bank's security call follows the same fixed-wording pattern, set out in AI Voice Agents for Fraud-Alert Callbacks: Never Ask, Only Tell.

No sales talk on a safety call

A free safety repair is not a sales lead, so the recall agent makes no offer of any kind. The pull the other way is real. In Cox Automotive's 2025 Service Industry Study, 33% of owners said they were highly interested in getting a trade-in value during a service visit, and 14% had been offered one. A September 2026 piece in AutoGuide, a consumer car site, reported that AutoAlert markets its ability to "flag recall customers who hold positive equity in their current vehicle".

Keep that off the recall call. A trade-in pitch turns it into a call that "includes or introduces an advertisement", which generally needs prior express written consent, and it teaches owners to distrust the next safety call. If the dealer wants trade-in conversations, the advisor can have them in person at the visit. Check the rule on transcripts: a quality assurance (QA) node scores each step on a sample of calls, so a recall call that drifts toward a pitch shows up.

This section is general information, not legal advice. An AI-voice call to a mobile generally needs the customer's prior express consent. The Telephone Consumer Protection Act (TCPA) rule at 47 CFR 64.1200 bars calls made "using an automatic telephone dialing system or an artificial or prerecorded voice" to a mobile number "(other than a call made for emergency purposes or is made with the prior express consent of the called party)". In February 2024 the Federal Communications Commission (FCC) confirmed that those limits "encompass current AI technologies that generate human voices".

A customer who gave their number when buying or servicing the car has generally consented to related informational calls, and a recall notice is one. The TCPA exempts calls "made for emergency purposes", which the rule defines as "calls made necessary in any situation affecting the health and safety of consumers". Whether a safety recall qualifies isn't settled, so don't build a recall campaign on that exemption. Keep the consent record with each VIN on the list, and confirm your position with counsel. Maintenance calls follow their own rules, covered in AI Voice Agents for Service Reminders in Automotive.

Self-hosted Dograh has no per-minute platform fee (servers, model keys and phone minutes still cost); Dograh Cloud has a 1¢-a-minute platform fee. Start with one campaign whose remedy parts are in stock, and read its transcripts before you load the next.

Glossary

Recall campaign
A manufacturer's recall of a defined set of vehicles for one defect or noncompliance, with its own campaign number and remedy. The agent reads its description as written and adds nothing.
Remedy
The fix the manufacturer provides for a recall, such as a part replacement or a software update. Under 49 U.S.C. 30120 it is generally free, except for vehicles first bought more than 15 calendar years before the notice.
Remedy-completion status
Whether a specific vehicle has already had the recall repair. Some manufacturers restrict it in outside data, so the dealer's own repair history is the check before anyone is called.
Emergency purposes
The TCPA rule's term for calls 'made necessary in any situation affecting the health and safety of consumers'. Whether a safety recall call qualifies is not settled, so a recall campaign should not rely on it.
