AI voice agents for real estate in the UAE answer buyer calls first, which are generally outside the telemarketing rules. Under Cabinet Resolution No. 56 of 2024, outbound marketing calls run 9 AM to 6 PM, skip DNCR numbers and are recorded, with the caller told. Arabic is set on its own, and self-hosting keeps buyer data in the UAE.
Key Takeaways
- Calls a buyer asked for are generally outside the UAE's telemarketing rules.
- Outbound marketing runs 9 AM to 6 PM, recorded, never to DNCR numbers.
- Arabic has its own language setting, while English, Hindi and Russian share auto-detect.
Dubai buyers phone in many languages, and sales calls may only run between set hours. We cover why inbound calls come first, outbound rules under Cabinet Resolution No. 56, Arabic and other language settings, and keeping buyer data in the UAE with Dograh. It builds on our guide to real estate voice agents.
Why Dubai calls arrive in many languages
Dubai's property market runs on volume and on buyers from abroad. The Dubai Media Office reported over 270,000 transactions worth AED 917 billion in 2025, up 20% on the year before. Resident investors made up 56.6% of the total, so a large share of buyers call from other countries, time zones and languages.
Most of those calls land on launch hotlines and listing numbers. A buyer asks about a payment plan, a handover date or whether a unit is still free. The agent answers fixed facts, such as brochures and payment plans, from documents in the Knowledge Base, and live prices and availability from your CRM through a tool, so it never quotes a figure your team has not published. AI voice agents for inbound property inquiries covers that call in detail.
Inbound calls come first
Inbound calls are the simple place to start, because the buyer chose to call. Cabinet Resolution No. 56 of 2024 states that a call made at the consumer's own request is not an unwanted marketing call. So a hotline call, a portal inquiry or a callback the buyer asked for generally sits outside the telemarketing rules.

Give each line its own agent. Several phone numbers can point at different agents through each number's Inbound workflow setting, so a launch hotline can answer only for its project. The Greeting Text names the brokerage, and the agent asks what the buyer wants to know.
When a buyer is ready for a viewing or wants to talk money, the agent hands over. Brokerages on Twilio, Telnyx, Plivo, Cloudonix or Asterisk ARI do this with Transfer Call. The buyer keeps talking to the agent while the listing agent's phone rings, and the two are joined once a person picks up. No summary travels with the call by default, so the agent writes budget, area and timeline to your CRM before the transfer.

Outbound marketing calls under the resolution
Calls your brokerage starts to sell, such as a new launch to past inquirers or a pitch to owners, are telemarketing. The resolution's official text, published by the Ministry of Economy and Tourism, sets the rules. Companies need prior approval, call from local numbers registered to their licence, and never call numbers on the Do Not Call Registry (DNCR). Calls run from 9 AM to 6 PM, are recorded with the consumer told at the start, and name the company and the purpose. The resolution also allows automated systems for these calls.
Each rule maps to a setting. A campaign sets calling hours by weekday in one time zone, so choose the UAE time zone and keep the hours inside the window. Screen the list against the DNCR before you upload it. Put the brokerage name, the purpose and the recording notice in the Greeting Text on the Start Call node, and switch off Allow Greeting Interruption so the notice plays in full, since callers can cut in after two words by default.
Write two more steps into the prompt. The agent asks whether the person is happy to continue, and when someone says no or "don't call me again", it accepts, closes the call politely and logs the opt-out in your CRM so the number drops off the next list. The resolution bars calling back a consumer who has declined.
UK agencies work under a different split, with TPS screening and consent for automated calls, as AI voice agents for real estate in the UK explains. Treat this post's reading of the UAE resolution and data law as general information, and confirm your brokerage's position with counsel.
Arabic, English and the rest
Buyer languages need one decision up front. In the agent's Model tab, the Language setting offers Multilingual (Auto-detect), which follows a caller across ten languages, including English, Hindi and Russian. Arabic is not one of them, so an Arabic line gets its own setting, such as Arabic (UAE).
That gives a brokerage two simple set-ups. One agent on auto-detect serves English, Hindi and Russian callers, and a second number goes to an agent set to Arabic. For buyers who mix Arabic and English in one sentence, Speechmatics' Arabic and English bilingual model handles both in the same stream, on your own key. Our post on Arabic AI voice agents for banking goes further into Gulf dialect codes.
For the voice, Dograh's own voices include Arabic options. On Twilio, the transfer introduction both people hear can be in Arabic if your voice speaks it. Test project names, community names and prices in both languages before launch.
Buyer data under the UAE PDPL
Buyer calls carry names, budgets and passport nationalities, so plan where they sit. The UAE's data protection law, Federal Decree-Law No. 45 of 2021, has applied since 2 January 2022 and sets rules for moving personal data across borders. Free zones such as the DIFC have their own data laws, so a brokerage there checks which one applies.
A brokerage's calls run on two layers. Dograh sits underneath, running the call flow, the CRM tools and the telephony, and the brokerage picks the speech and language models that make up the other layer. Self-hosted in a UAE data centre with the models there too, the platform, recordings and transcripts stay in the country.
Recording is on by default when self-hosted, which suits the resolution's recording rule, and it can be switched off only server-wide. Set the retention schedule on your own storage and run deletion through your brokerage's own process. Anonymous usage telemetry also leaves a self-hosted install by default, and setting ENABLE_TELEMETRY=false and removing POSTHOG_API_KEY stops it. A brokerage that self-hosts Dograh pays no per-minute platform fee, though servers, model keys and phone minutes are still its costs, while Dograh Cloud adds a 1¢-a-minute platform fee.

Where to start
Start with one launch hotline, inbound only, on an auto-detect agent for English, Hindi and Russian callers, with an Arabic number beside it. Add the outbound campaign once the greeting, the opt-out step and the DNCR screening are tested.
Do the final checks by calling from a mobile. Phone calls mostly reach the agent at 8 kHz, half the 16 kHz of a browser test, so listen for community names and prices.
Glossary
- Cabinet Resolution No. 56 of 2024
- The UAE's telemarketing rules. They set a 9 AM to 6 PM calling window, ban calls to DNCR numbers, require licensed local numbers and prior approval, and require calls to be recorded with the consumer told.
- DNCR
- The UAE's Do Not Call Registry. Marketing calls never go to numbers on it, so a brokerage screens each campaign list against it before upload.
- Launch hotline
- A number a developer or brokerage publishes for a new project. Buyers call it, so the calls are inbound and the agent answers from the project's brochure and live availability.
- Inbound workflow
- The setting on each phone number in Dograh that picks which agent answers it. It lets a brokerage give each project or language its own agent.
